GOV. PERRY ANNOUNCES $1.6 MILLION FOR FEDERALLY QUALIFIED HEALTH CENTERS - US Fed News Service, Including US State News

Gov. Rick Perry, R-Texas, issued the following press release:

Gov. Rick Perry today announced that Texas communities will receive nearly $1.6 million in federal grants to provide healthcare services for low-income families, including uninsured families. The funds will continue and expand services in Federally Qualified Health Centers (FQHCs) across Texas.

'This funding will help bring high quality, comprehensive care to thousands of Texans, and furthers our commitment to ensuring that as many Texans as possible have access to the care they need, regardless of income or insurance,' Perry said.

An FQHC is a federally-designated non-profit or public health care organization that serves uninsured or medically underserved populations with comprehensive primary health, oral, mental health, and substance abuse services. More than 60 percent of patients treated at these facilities in Texas have no health insurance and many others are under-insured. Fees are based on a patient's income.

In 2003, Perry signed a law establishing a state incubator program to create more FQHCs and draw additional federal funding. There are currently 49 organizations that are FQHCs in Texas, with a total of 175 access sites providing health care services. Included in grant funds announced today is funding for two health care organizations which want to develop FQHCs and three existing FQHCs to develop new access sites.

Funds to develop new FQHCs will go to Amistad Community Health Center in Corpus Christi, which will receive $18,000 for clinic development, and the Greater Texarkana People's Clinic in Bowie County, which will receive $46,500 for development and provider support.

Funds for new access sites at existing FQHCs will go to the Heart of Texas Community Health Center in Waco, which will open a new site in Bellmead and expand dental operations at an existing site in McGregor; the Gulf Coast Health Center in East Texas, which will open a new site in Beaumont; and the Shepherd's Community Health Center in Beeville, which will open a new site in Live Oak.

Since 2004, the Texas Department of State Health Services, which administers the grant funds, has awarded almost $14 million in FQHC incubator grants to health care organizations.

Centers receiving grants are:

* Amistad Community Health Center (Corpus Christi/Nueces County) - $18,000

* Asian American Health Coalition of Greater Houston - $120,750

* City of Austin Community Care Services Department (Austin, Travis County) - $50,000

* Community Action Council of South Texas (Rio Grande City/Starr County) - $70,000

* Ector County Hospital District (Odessa) - $219,250

* El Centro de Corazon (Houston/Harris County) - $100,000

* Greater Texarkana People's Clinic (Texarkana, Bowie County) - $46,500

* Gulf Coast Health Center (Beaumont, Jefferson County) - $120,000

* Health Opportunities for People of East Texas (Teneha/Shelby County) - $44,250

* Heart of Texas Community Health Center (Waco/McLennan County) - $160,000

* Houston Community Health Centers - $29,000

* Matagorda Episcopal Health Outreach Program (Bay City/Matagorda County) - $57,250

* Montrose Clinic (Houston/Harris County) - $21,000

* Northeast Texas Public Health District (Tyler/Smith County) - $35,750

* People's Clinic of Denton County (Denton) - $60,000

* Presidio County Health Services (Marfa) - $125,000

* Shepherd's Community Health Center (Beeville/Bee County) - $100,000

* South Texas Rural Health Services (Cotulla/LaSalle County) - $70,000

* Special Health Resources for Texas (Longview/Gregg County) $116,500
